2028 College Admissions Plans Put School Grades at Center of Top-Tier Competition

Admissions plans for the 2028 academic year have been released by 218 universities across Korea, making high school grades a major variable in competition for top-tier universities. The plans reflect both the shift to a five-level school grade system and changes to the CSAT. At the same time, the share of regular admissions at leading universities is set to shrink sharply. By region, universities in Seoul show a regular-admission share of 36.2%, while regional universities stand at 10.2%.
